
This party can be held indoors but would be much more fun outdoors with a kiddy pool!. If you are having an outdoor party with pool, make sure you let the guests know to bring towels and dry clothes to change into.
Buy beach balls, inflate them and write the party information on the ball with a black permanent marker. Allow the ink to dry before deflating and mailing the beach balls to your guests.
Have balloons bunched into groups of five and tied to weights. If the party is outdoors make sure they are securely fastened down.
A plain white tablecloth with blue plates and cups would look nice. You can draw boats and water rings on the tablecloth and let the children color them while they're waiting for the guests to all arrive and again at the end of the party.

Pool Splash
If you have a kiddy pool and the weather is nice, let the kids splash around in the pool for 15-20 minutes. Set up a sprinkler and let them run through it.
Ocean in a bottle
Each child gets a bottle with a screw on lid. Provide small seashells, toy fish and colored glitter. Fill each bottle with water that has been tinted with blue food coloring. Let each child put a few shells, a fish or two and some glitter into the jar before you seal them up. Wrap water proof tape around the lid so it doesn't accidentally fall off.
Shell Painting
Buy large shelled macaroni and let the kids paint a few. Make sure to let the parents know ahead of time to bring their child in clothes that can get paint on them.
Use a bundt cake and make your cake a floatation device.
Make mini loaf cakes and turn them into sailboats. Frost the loaf with brightly colored frosting. To add a sail, tape a triangular piece of wrapping paper to a straw.
You can also make small boat pieces from a rectangular cake. Cut the cake down the center lengthwise and then slice it widthwise to form the boat bases.
